[CQ-Contest] Let's ban "inband", too

What about "inband" station.....have ever been called by big gun (huge
signal)
And you give him report and no response.....?!
then you place another CQ then again same station calling you give your
59(9) and after 15-20 sec. silence you got your 59(9)
In total it took you 1 min to work him ...... good enough to slow your rate
