[CQ-Contest] SO2R

Most contests have a rule that limits a single operator to only one
transmitted signal at a time.

There are some skilled contesters that will call alternating CQs on two
bands when the rate is slow.

In CQ and ARRL contests, it is now allowed for a single op to transmit more
than one signal at a time.
