[CQ-Contest] Operating from HI land CQ WW CW 2014 Dominican Republic

I am looking at operating from HI land this November.  Is getting a 
license still simple?  I found one site that has a letter in Spanish 
that you just need to sign and can mail it in with your equipment list.

How long does the process take via Mail?

I am not sure where at this point we want to stay.  I am open to 
suggestion on radio friendly locations.
