[CQ-Contest] CT, CT3 and CU can also use 1850-200khz in Contest

For information, Anacom that regulates and supervises the electronic and
postal communications sector in Portugal has authorised the use of
1850-2000 Khz for several international contest in 2014, with the same
conditions the exit for the 1830-1850 segment.

This means that top license classes can now use three segments in contests:

1810-1830 khz with reduced power for the category
1830-1850 khz with full power for the category
1850-2000 khz with same conditions of 1830-1850 segment

Authorised Contest are:


   - 24.01.2014 a 26.01.2014, Concurso CQ World-Wide 160 Meter Contest (CW);
   - 15.02.2014 a 16.02.2014, Concurso ARRL International DX CW;
   - 21.02.2014 a 23.02.2014, Concurso CQ World-Wide 160 Meter Contest
   (SSB);
   - 01.03.2014 a 02.03.2014, Concurso ARRL International DX Fonía;
   - 29.03.2014 a 31.03.2014, Concurso CQ WW WPX SSB;
   - 24.05.2014 a 26.05.2014, Concurso CQ WW WPX CW;
   - 17.05.2014 a 18.05.2014, Concurso S.M. El Rey de España CW;
   - 28.06.2014 a 29.06.2014, Concurso S.M. El Rey de España Fonía;
   - 12.07.2014 a 13.07.2014, Concurso IARU HF Championship;
   - 25.10.2014 a 26.10.2014, Concurso CQ WW SSB;
   - 01.11.2014 a 02.11.2014, Concurso CQ WW CW;
   - 05.12.2014 a 07.12.2014, Concurso ARRL 160-Meter.
