Bob: The rule does say "The last 2 digits of the year of first license",
but I doubt anyone will be penalized for not following this rule.  Our club
call was licensed in 2006, and a lot of people had trouble with the 6, but
we stuck with it anyway. --Mike, WV2ZOW
