The rules require entrants to certify that they "operated according to all
rules and regulations that pertain to amateur radio for the station
location."

The only legitimate rules and regulations in Crimea are those issued by
Ukraine, the legitimate, internationally recognized government for that
area. Using a license issued by the Russian Federation is contrary to the
rules of the contest.
