Since Kosovo was mentioned in the discussions of Crimea, I found this 
item in the recent ARRL Executive Committee minutes (October 4, 2014) 
interesting:

"8.3. On motion of Mr. Isely, the Secretary was instructed to initiate a 
mail vote of the Directors to authorize an affirmative vote by the ARRL 
on the admission of two new IARU member-societies from Kosovo and Rwanda."
