[CQ-Contest] DC as a Multiplier in NA Contests

I'm all for anything that increases contest participation, especially a contest like the Sprint that has a limited number of participants.

Go to Wikipedia and do a search on "Federal District". Quote " Washington DC is a federal district known as the District of Columbia, which is NOT part of any state." Not sure if this is the same  classification as Puerto Rico, Virgin Islands etc ,which are US territories. Probably close but not the same but they are similar since both have no voting members in Congress. DC is definitely not part of Maryland and should be counted as a separate multiplier since both PR and VI are.
