[CQ-Contest] Why send 5nn ?

This is already being done. Five is a pretty quick on CW so most use it
but there are few stations sending the cut number "E" instead.

Why people send abbreviated 9 but 5 is not abbreviated?
I am not Vulcan, but there is no logic.
