[CQ-Contest] CQWW Check Logs

Late logs are not re-classified as CHECKLOGs.  However, they are not
eligible for awards or record setting.  The majority of logs are received
within the 5-day deadline.  Late logs are still very welcome because they
increase the accuracy of log checking for everyone.  At some point in log
checking, of course, the results are locked down and no further logs can be
incorporated into the checking.

Randy could probably verify this but I wouldn't be surprised if number 
of check logs went up when the submission date was put so much closer to 
the contest. Seems like late logs would go into the check log category 
and I'd think there are a lot more of those now.
