There already is a zone 3 plaque in CQWW.  Perhaps your club could sponsor
more such as zone 3 LP and assisted?

That's because the scoring rules are far less out of whack. Clubs and
individual in most areas are actually full competitors in the same
contest! There has, for example, been a long-standing rivalry between
PVRC, SMC, and NCCC, and each club puts wins on the board depending on how
seriously they take it. There's also great competition among small and
medium-sized clubs. Ditto for NAQP and NA Sprint.
