[CQ-Contest] Regional Results vs Distance-Based

For the US, regional rankings make the most sense to me and could be easily
implemented. Call areas, divisions, states and sections are all useful but
established regions might be better and less emphasis on a national top ten
could attract more serious competition. I would also find more station info
useful for comparison.  I always check 3830 for scores/comments and find it
disappointing when station hardware isn't listed.  An HFTA ranking
statistic would be cool too but many stations don't use HFTA.

While it would be a fun stat, distance-based scoring at HF seems too
complex to implement "fairly".
