No, they haven't changed.

Let's be kind and say that the op at the N7 station was mistaken or ill
informed.  

It's either that, or... well, there's a name for people like that, but I
don't think its use on the reflector would be condoned.

FWIW... I was just trying to work my first zone 3 multipler on 15m and a
booming N7 station kindly told me to "go away DX only"... have the rules
changed or what?
