[CQ-Contest] CQWW Committee Restructured

Doug, KR2Q, the new CQWW Contest Director, has implemented a triumvirate
leadership structure for the Committee's work.  Scott, W4PA, and Bob, W5OV,
join Doug to share in leading the Committee.

This act broadens the "bandwidth" that can be employed to manage the CQWW
contests.
