exactly.....and if memory serves me right, Dick and a partner (K1EA was 
maybe involved?) started a company, Cerulean (I think) , and morphed the 
packet cluster into something law enforcement and public service agencies 
used.....

This statement is absolutely, 100% wrong. The original Packet Cluster was 
designed for contesting. If you don't believe me, ask the designers of the 
original system.
