[CQ-Contest] DQ for operating out of license privileges

Regarding "Operator A" — see FCC 97.119(a). Even if the equipment is club
owned, by using his own callsign he has made the station "his station" and
assumed the role of control operator. See 97.3(a)(13) — as control operator
he must stay within the privileges of his General license. The presence
nearby of a non-participating Extra operator is immaterial.

Regarding "Operator B" — the Extra station owner can allow a General to
operate his station in the Extra band portions, BUT ONLY if the Extra acts
as the Control Operator. By definition, this is now a "multi op" station,
and must be entered in that category.
