[CQ-Contest] The plethora of Belarus stations

This reminded me of something else ...

There is a LOT of activity these days from YV ..more and more it seems as
things there get worse.  I wonder whats up with that?

Just wondering... I believe I worked more Belarus stations in ARRL DX than I
have, otherwise, in the last 10 years.  Was there a reason for that?
