[CQ-Contest] 3V8SS disqualified from WW SSB and WRTC

I totally agreement with Steve. Additionally it's very difficult to police
then to prove. As a contest manager, we recently allowed it for the SCQP
and more contacts will be the result.  Dave WN4AFP
