[CQ-Contest] ARRL Contest Changes for 2017-2018 - Sept QST p91

Bart,
How about considering changes to the Club rules similar to what CQ
recently did? That is, if someone who is a member of a contest club
operates outside their club circle, but within the US, it counts towards
the club score.
What say?
