[CQ-Contest] Borrowing callsigns / location / awards?

With remote operation, guest operation and just simply not changing
your callsign when you move you really won't know. Even with well
known ops, they may just decide to hop on RHR, remotehams or a
friend's station for a weekend and work a contest.
It is what it is.
What are you going to do really? Some use it as an advantage, for
example their home and info on QRZ may be in a rare county/state and
then use a remote or guest op in an area better positioned to work
more contacts in the contest. It's not against the rules and it's
really not the biggest thing to worry about in a contest.
This is not a problem that can be solved without a rules change, and I
don't think the committee would even bother to address this.
I do think that a heavy dose of Karma comes around, that if people
know you aren't in that location, that awards chasers simply will
avoid working you this time around.
