But there IS a penalty. The QSO is being removed from the LOG of the station who copied either the call or the exchange wrong.. Not sure about the ARRL, but CQ also removes 3 times same QSO points as a penalty.

That's why, IMHO, there SHOULD be a penalty when the other operator busts your call.
