There's an error in the link posted in the latest ARRL *Contest Update*.
The correct short link to the zip file is:

This will download itu.zip.  Instructions for use are included in the
Readme file inside the Zip.

Tip:  if you're wary of clicking on short links like this, just add a plus
sign to the end:

https://bit.ly/itudtb+


and bitly will reveal the full URL instead of redirecting your browser to
the destination.

Send all HQ station callsign corrections and additions to Joe, OZ0J,
contest at oz0j.dk, and I'll update the files.  Please do not send any updates
directly to me.

Chances are high there will be many updates between now and the start of
the contest, but you can start testing things with these pre-fill files now.
