This genie is well and thoroughly out of the bottle, Hans. Just as 
traditional spotting on VHF evolved into packet radio evolved into 
Internet clusters, the RBN was an inevitable outgrowth of technological 
change.

If you want to "shut down the RBN-crutch", just turn off your Internet.
