[CQ-Contest] ARRL Sweepstakes Live Scoring

We have implemented a new feature especially right before ARRL SS CW - "The
contest highest rate monitor". We calculate the best QSO's/hour rate for
every active contest "on fly" after first full hour. We hope that would
make competition by using online score board much more exiting. ))
