[CQ-Contest] SS, SS and again SS...

In the US, at least, it seems that many new hams are getting into amateur
radio almost solely for Emergency Communications (EMCOMM) and maybe some
public service, and many local clubs here have taken  that as their focus.
I think that is one reason why we might be having trouble attracting new
hams to contesting.

Do hams in Europe have a big focus on EMCOMM as well?
