[CQ-Contest] 30 M RTTY?

When the WARC bands came about it was generally agreed that there would
be no contesting on the WARC bands. I have never heard any nor seen any
proposed contest for the WARC bands in all that time. But as someone
else pointed out with the DXpeditions it might seem that way at times.
