Point of interest - I've given a talk a couple of times recently called
"Contesting: Training for Public Service - The Radio Fitness Center".
It specifically addresses the need for interesting and challenging
activities to improve operator ability, particularly those who entered
the hobby for public service - a reason that is completely valid and
honorable, by the way.  The local general-purpose club has a "zip code
contest" on FM simplex that attracts quite a few new hams, for example,
and there are a number of similar contests across the country.  If you
want people to join the fun, you have to start with small steps.
