Au Contraire, KA5PQD/N made 970 Qs in the 1999 10M contest,
and 1200 or more in subsequent years, and all of those Qs
were above 28.100, and before packet!

In the 10m contest novices and tech were worth 5 or 10 points. I don't think it mattered too much though.
