[CQ-Contest] Opting Out of FT8 Spots

Recent publicity surrounding VE7CC's beginning to carry FT8 spots 
suggests to me that it is time for "retail" DX clusters to provide an 
"opt-out" option similar to the one that many now provide for RBN 
spots.This could easily be done with a "set FT8" option similar to the 
"set Skimmer" command now in wide use.

Sorry if this seems OT, but it doesn't appear that there is a 
cluster-centric reflector with sufficient reach and besides, an 
unavoidable glut of FT8 spots would not be in contesters' interest.
