KP4 is a separate DXCC country, therefore under the WPX rules Ria's example
IS permitted, WPX rules sec. V.C.1. It is even clearer and explicit in the
related WPX FAQ. Rules and FAQ are at:

However, Gerry, VE1RM/NX1 is NOT okay. You hold a U.S. license, so under
FCC rules you are NOT permitted to use any other licenses in the U.S.
(including in U.S. territories).
