[CQ-Contest] New ITU Zone Maps for IARU HF Championships

 Thanks to all. The ITU zones were established with shortwave broadcasting in mind, and thus generally don't adhere well to political boundaries. Adapting them for our use is a nontrivial task, and my hat is off to all those who do it.

Contesting has come a long way, but the fact remains we are still 
supposed to log what we hear and not what any device is suggesting might 
be the correct information.  They're tools not surrogates, and they can 
put you at the mercy of mistakes made by other organizations.  I don't 
think anybody ever got points off for writing down what the other guy sent.

Excellent work as always, Tim.  Thank you for these great maps!
