[CQ-Contest] 3 and 4 letter contesting callsigns

Sent twice while you're running CQ? Probably because they think you'll hear
the tail-ender or that it'll help your copy if they're QRP, quiet, or QRM'd
up so they can work you and get the mult as quick as they can.
