[CQ-Contest] New Mult for SS

New England is not advantaged in SS though.  Hardly any top 10 finishes come out of W1.

This is all about people needing to "feel the rush" of the clean sweep.  A SS tradition.  Has nothing to do with advantaging an area.  If you want to win SS, or even come in top 5, you DO NOT attempt it from W1.
