[CQ-Contest] Key clicks comment - CW rise time question

It is time that severe click offenders be held accountable. This 
isn’t a new issue, plus CW waveform analysis reports are readily 
available for almost all radios. Such reports often include simple 
mods or settings changes for reducing/eliminating clicks.

There are even a few HUGE stations that have bad clicks every 
contest.  It is rather hard to believe they don’t know.  More likely,  
they don’t care or consider it an advantage. 
   
Can someone explain why manufacturers allow CW rise times to be 
modified?  What is the supposed benefit of shortening them?
