[CQ-Contest] WRTC practice

For those interested in testing the waters for WRTC, you can set up your
logger (mine is N1MM Plus) using the WRTC contest for the IARU contest. You
should select M/2.

VA2WA has set up a separate online scoreboard for WRTC competitions. It
filters the IARU contest for the M/2 setup and puts the results on the WRTC
practice page.

fun of it following the WRTC rules.
