[CQ-Contest] Spoofed Self Spots

While it would be good for the entire global cluster network to require stronger authentication (which has come up before), the internet it runs on has the same underlying problem - as we can see in social media and the rampant mis/disinformation that goes on.

The real problem here is the ability of stations to prove *they* did *not* self spot - an easier problem. IP addresses are largely good enough for that. If top scoring stations are required to save full recordings of contest efforts, they could be required to save full internet router logs, etc.

Yup, anyone who really wants to cheat can get around that, just as they can use Audacity to edit recordings or run 10kw amps. But, for the purposes of proving the honest did not cheat, largely good enough.
