It's available if anyone cares to look -- simply tabulate the ratio of 
logs submitted to regional population. Compare, for example, those 
ratios for WA, OR, and CA to those for W1, W2, and W3. For example, the 
population of CA (39.6 million) is slightly greater than the combined 
population of New England, NY, NJ, and MD (38.2 million).
