[CQ-Contest] Working Split in Contests

I normally agree with the conventional wisdom on *not* working split in 
contests, but would make an exception for VY1/0 stations in SS, and for 
the real P5 that one day will come on in CQWW.  Yesterday, the guys up 
north could have doubled or even tripled their rates by listening "up 1."
