The option only applies to CW. The user cannot specify other modes.

The option truly is not for the op that sets it at his station.  It is
set on by default.  This is to aid the dx station.  It spreads out the
pileup from -60 to +60 Hz from the packet spot.  The amount of the
variation is set when the spot is received. Ops can turn the option off.

Not that spots are already inaccurate by up to 50 Hz if the dx station
operates on an even kiloHertz boundary.
