[CQ-Contest] ARRL to allow self-spotting in contests

Self-spotting is merely the internet equivalent of calling CQ, and is 
entirely consistent with using the internet for receiving spots - 
whether generated by people or by the RBN.

It's clear that, for ARRL contests, the main distinction will be between 
those who use nothing but ham-band RF to find, facilitate, and complete 
QSOs (Unassisted entrants), and those who, additionally, use any and all 
communications techniques or utilities (Assisted entrants - including 
all remote operation).

Since Assisted will now be, in effect, an anything-goes, no-limits 
activity, it reinforces the case for restoring Unassisted classes in all 
other contests - including WPX (I'm looking at you, AA3B)
