[CQ-Contest] New RBN Node at TI7W

I'm happy to report that the TI7W RBN node is up and running as of this 
afternoon, filling a big gap in our coverage as the first node in 
Central America.  Thanks to TI7W/N3KS who installed the node at his home 
there, and to N6TV, who stepped into the breach and remotely helped get 
the node running after I was unable to.  You guys are the best.
