[CQ-Contest] calculating CW duty cycle

Worst case is probably calling CQ with no replies. For example, my 
typical CQ takes about 4 seconds, and I listen for 1.8-2.5, depending on 
the contest. It should be easy to calculate the duty cycle for that.
