[CQ-Contest] Conditions Good for CW Sprint and About that DQ Rule...

Conditions seem quite good this morning with SFI=126 and K=2 this morning.
That bodes well for that all-important first hour of 20 meters, keeping
skip reasonably short on 40, and for those participating from the far
reaches in KL7, KH6, MAR/NL, and the Caribbean or Central America. We have
a line of precipitation moving across the northern midwest and another
region in VA/NC so there may be some QRN on 80 and requests for fills.  All
in all, it looks like a good September domestic contest.

I got a couple of questions from new Sprinters worried about being DQed if
their error rate exceeds 5% (see Rule 16 at
https://ncjweb.com/Sprint-Rules.pdf).  My response is that DQs are reserved
for those who deserve it because they are caught attempting to cheat!  A
large score reduction is a flag to look more closely at the log - that's
all. To my knowledge, no one has been DQed simply because of errors, so
don't let that deter you from jumping in and giving Sprint a try.  We
should update that rule to be more clear about its intent.
