[CQ-Contest] ARRL DX CW Results - Did Anyone Else Notice?

Pretty simple. It appears that KO1V violated CEPT rules. Does IZ3EYZ
now claim to reside in the USA as a resident? It is possible that he
violated both his licenses with this activation. W5OV- Since when does a
DXCC country allow or disallow contest entries. He operated under a
CEPT agreement but does not live in the USA. Correct. Maybe IZ3EYZ
needs to provide the legal proof that what he did was legal. Is it any
wonder that the ARRL is hemorrhaging memberships when staffers fly off
the handle like this. It is a very valid question.
