More generally, CEPT TR/61-01 refers to a "CEPT radio amateur license", which "can be included in the national license or be a special document issued by" the authority licensing the callsign.

When you travel in countries other than the one that issued the callsign, you may be required to present the CEPT license to appropriate authorities in the country being visited (assuming, of course, that the visited country is party to the CEPT agreement).

The CEPT license for US calls is only valid if you also have a US passport.  I believe Canada's also has an analogous restriction.

Other countries could do different things.
