[CQ-Contest] New RBN to Use HF Signal Detection Using Artificial Intelligence

If AI can be added to the RBN then AI can be added to the rig itself.  
AI needs to be "trained", of course, using prior real life signals, but 
I suspect that there could be something to be gained by that.  Sort of a 
combination of adaptive filtering and call history files.
