599 (or 59 in SSB) is sure a simple formality but, as long as Article #5 of the official rules clearly states:

"5 Exchange
... SNIP.. The exchange consists of RS/RST and a progressive serial number starting with 001... SNIP"

in my opinion the "it happens all the time so we let it slide" technique is certainly not a correct
application of that rules and anyone who does not comply with the regulation is violating it, with all
that entails.

Just my two cents.

During the WAE RTTY test this past weekend I came across a small handful of stations which did not include a signal report (RST) in the report.  Two of the stations were well known USA "competitors" who were on the air all weekend long.

Below is an exchange of emails with the contest manager who seems not concerned about my inquiry.  His attitude seems to be "it happens all the time so we let it slide".

Hi Hans,

thanks for participating in this years WAE-RTTY and your activity. Yes, you are right. 599 (or 59 in SSB) is a pure formality. And (especially in CW) we see strange abbrevations for the reports which do not fit with the rules of most contests. But with the time, contest managers from all over the world accept this on their contests. And for the WAE-RTTY we do so as well. But you are right, may be it is time, to align the contest rules for the RTTY- and CW-contests.

Stations #### and #### were sending only a serial number with no signal report (RST).  I'd noticed it early in the test, and occasionally came across them throughout the test still not sending a signal report. To confirm that I wasn't "hearing things", I worked both stations in the last hour of the contest, and I confirmed that each of them, at that late point, did not include a signal report in their exchange sent to me.

I realize that the "599" is a pure formality, but I checked the rules and found that it is a requirement so I felt obligated to bring it to your attention.
