I wasn't part of the discussion, but I assume folks in Hamilton and the Niagara region pointed out that they aren't really in the GTA as it is known for non-sweepstakes, non-RAC purposes.
To use the New York analogy again - folks in Suffolk County (eastern Long Island) might not appreciate it if they had to send "NYC" in Sweepstakes, because they aren't in New York City. Thus NLI works better.

"Golden Horseshoe" is a term used by the provincial government to describe the region in for transportation and development planning purposes.
If GH isn't widely recognized in that area, it might be better to pull a trick out of the ARRL's book: Consider NLI, "New York City - Long Island", arguably the closest US analogue to GH. That would suggest an alternative section "GTN" (Greater Toronto-Niagara) or perhaps "THN" (Toronto-Hamilton-Niagara).
