[CQ-Contest] CWT Virus has spread to ARRL 10M - WPX next?

What is the bust rate on cut numbers?  The issue here is that the sender 
is not penalized only the receiver.  Is there any way to get metrics on 
the number of busted contacts for ops like below that use cut numbers 
through the entire serial number?

Have we reached a place where both sides should be penalized?

If enough people that are not really competing just decide to stop 
logging these contacts in a large scale would that send a message when 
the results come out and they have a pile on NILs.  I could argue both 
ways about the lack of sportsmanship.
