[CQ-Contest] ARRL DX varying Power levels sent by DX

Ken,

I made no comment that disagreed with your points.

I would only say that it's permissible to edit previous contacts if done 
*during* the contest based on allowable information (i.e. guessing). But 
do it at your own risk.
